Uneven distribution of population in the regions and its high concentration in metropolises has created many problems in villages and cities. The lack of optimal use of rural resources and the density and pressure on the environment in urban communities are among the most important issues of population distribution. One of the ways to prevent this is to identify rural prone areas for resettlement. In fact, choosing the right location for an activity is one of the sustainable decisions for a project that requires location research from a variety of perspectives. The purpose of the present research is to select the best villages from low-populated villages based on the natural, human, social, economic, cultural and psychological potentials of the villages of Shout County to resettle the population. For this purpose, firstly, the effective measures were selected through examination of the documents. Then, the importance of each criterion and sub-criteria was determined by experts and the psychological and social information of the villages was obtained through field research using a questionnaire. The data obtained in the ANP software was evaluated (the inconsistency rate for the criteria is 0.085 and for the sub-criteria 0.075, which indicates the reliability of the respondents). The results showed that the criteria of natural, economic and psychology were the most important, respectively. Considering the available weights, the map of susceptible fields in GIS software was obtained and 8 villages were identified as a low-population village in this field. After determining the weight of each criterion, it was determined that the two villages of Ezat Abad have the highest potential for resettlement.
