Rural and urban areas are seen as two separate settlements mainly, Thus a distinct and separate planning that ignores the integrity of the space, is common. While urban and rural areas in cradle of area are symbiotic, as there are a variety of interactions and relationships among them. Hence it can not examined in studies and planning rural and urban areas as individually and separated. Accordingly, the present study with a descriptive - analytical method and based on library studies has examined integrated development of rural and urban areas and it has proposed as spatial and strategic approach in settlements system planning . This approach is free from prejudices prevalent in urban and rural planning, considers human settlements as a whole and integrated spatial system.
