Equitable access to land and optimal usage of it, is one of the major components in sustainable development and social justic. Today, the concept of land and urban spaces have been changed qualitatively , both naturally and physically and also economically and socially and therefore the scope and objectives of urban land application have been more extensive and rich. Obviously, the use of land and space as a public and vital resource and public wealth, especially in cities that faced the land problem must be carried out under the principles planning. In recent years, the rapid uncontrolled growth of cities has caused many urban problems. One of these significant problems in the cities is the rusty textures that it is origin of many urban problems, including economical- social, somatogenic- physical, environmental and security issues that all have provised the instability in urban areas.
The purpose of the research is survey and analysis of land application of one of the rusty and almost old textures in Khorramabad called Sattar Khan by using analytical and descriptive study has been done by applied - development research. Khorramabad due to its special geographical site that has been surrounded by mountains as a bowl-shaped valley is faced hard limitation of physical development of cities and also land shortage, moreover, another problems which the city faces, is the existence of more than 258ha as 28 rusty districts. As it was mentioned above, Khorramabad requires scientific study and accurate and appropriate planning to control its land.
The research findings show that land application of controlled area is far from cities standards application and it can't meet the residents' needs in current situation and thus unorganization in land application in this area regard to its rusty textures has caused lack of confidence of citizen. This district is subject to imbalance according composition and distribution of applications. The results of the qualitative assessment by using of the compatibility matrix show that some applications such as: Residential, religious, preschool and kindergartens, local and daily business; their addaptation is more with other applications. In Utility matrix is shown those Single-family residential units and Pedestrian and bike directions rather than their sites, show high utility. In capacity matrix; since preschool and kindergarten serve at the neighborhood and they ignore their district. High school gives service in its range of area and it is inappropriate toward district and the neighborhood and mosque which has existed as one of the main elements of the neighborhood is perfectly fit to it.
